Four things to keep in mind
A prefixed number carries its own country
If the input starts with an international dialling code, the country you picked is ignored: the information is already in the number. That is expected behaviour, not a bug.
The leading zero disappears
In France, 06 becomes +336. The zero is a national trunk prefix and means nothing once the country code is present. Keeping it produces an invalid number some gateways accept and others reject.
Valid does not mean allocated
Validation checks that the number follows the country's numbering plan. It does not say a line exists behind it: only a real send proves that.
Normalise on import, not after
A file imported with mixed formats creates invisible duplicates: the same customer appears twice under two spellings. Normalising at the door avoids a far more painful clean-up later.
